XML import failes when there is an empty <restriction> element

Description

When the <restriction> element is empty, this should be implicitly mapped to a "true == true".
This is not the case since there is an error in the SymToSim XML importer.
This leads to an error when importing such in XML instance into JTorX.

I fixed this in the SymToSim code rev. 289

I will add SymToSim.jar built from the new SymToSim code rev. 289 in JTorX version 1.7.1.

Sidenote: could it make sense, and be possible, to also treat an empty-string switch restriction in STSimulator as "true == true" ?
